Apartment Service Charge Calculation: Build It From a Real Budget
A step-by-step method to calculate your apartment service charge from an actual yearly budget — staff, utilities, maintenance contracts, reserve and a small buffer — with a worked example and tips for explaining it to owners.

Many apartment associations set the service charge once, at a number "that seemed right", and then run short every few months. Others raise it without showing why, and owners push back. A proper apartment service charge calculation starts from a real budget. It takes one evening with last year's bills and makes every later conversation easier.
Why start from a budget
When owners ask "why ৳4,500?", the best answer is a one-page budget that adds up to ৳4,500. A budget also shows the committee where money actually goes, which often reveals savings — an overpriced maintenance contract, or a fuel bill that doesn't match the generator's running hours.
Step 1: Collect last year's actual costs
Gather 12 months of receipts, vouchers and bank statements. Group every expense into a few clear heads:
- Staff: guards, cleaners, lift operator, caretaker, festival bonuses
- Utilities: common electricity, common water, generator fuel
- Maintenance contracts: lift, generator, pumps, CCTV
- Repairs and supplies: bulbs, cleaning materials, plumbing, small fixes
- Administration: stationery, bank charges, SMS, software
- Reserve fund contribution: for big future costs
If you are a new association without a full year of history, use quotes and the first few months' bills, and plan to review after six months.
Step 2: Adjust for the coming year
Last year is a guide, not a forecast. Ask:
- Are any salaries going up?
- Do any maintenance contracts renew at a new price?
- Is any equipment ageing and likely to need more repairs?
- Were there one-off costs last year that won't repeat?
Remove one-off items and add known changes.
Step 3: A worked apartment service charge calculation
Say an association of 32 flats prepares this yearly budget. The figures are an example only.

Monthly need: ৳22,44,000 ÷ 12 = ৳1,87,000.
Per flat, split equally: ৳1,87,000 ÷ 32 ≈ ৳5,844. Most associations round this to a clean figure, such as ৳5,850 or ৳5,900, and record the rounding.
If your building uses size-based or mixed charging, apply that formula to the same monthly total. The budget stays the same; only the division changes.
Step 4: Why the buffer matters
Even in well-run buildings, not every owner pays on time. If the budget assumes 100% collection, the association runs short in the very first month someone is late. A modest buffer keeps salaries paid on time while the treasurer follows up arrears. Unused buffer can roll into the reserve fund at year-end — say so openly.
Step 5: Present it to owners
Share the one-page budget before the general meeting, not on the day. Keep the explanation simple:
Dear owners, attached is the proposed budget for the coming year. Total expected cost is ৳22,44,000, including ৳3,00,000 for the reserve fund. This works out to ৳5,850 per flat per month. Please bring any questions to the general meeting on Friday. — Committee
Approve the new rate by resolution and record it in the minutes. Check your constitution or by-laws for how changes to the service charge must be approved.
Tip: Compare budget with actuals every quarter. If fuel is running well above plan, you can explain it early rather than face a surprise deficit at year-end.
Common mistakes to avoid
- Leaving out festival bonuses for staff, then scrambling before Eid
- Forgetting maintenance contracts that are paid once a year
- Mixing the reserve contribution into running costs
- Never revisiting the figure for several years, then needing a large jump
